The last monarch to refuse assent to a bill was Queen Anne, when parliament passed a bill against the government's wishes (before the days when one party had a reliable majority). This was so long ago that in reality she cannot. The real constraints on the monarch's power vis a vis parliament were enacted around 1688-90. Look up William III and the Glorious Revolution to see what limits were placed on the king's law-making power. It is very hard to think of a bill so extreme that a monarch could get away with vetoing it.
