Spray WD 40 into the lock, and if needed heat the lock area with a heat gun (or hair dryer).

i own a repair shop,and this is one of the faults to power locks,,if you ever get them open you can take the door panel off of it ,and add a few drops of oil to the little rods that go to the actuators for the locks,,and that will make them work right again,,i have to do this a lot for customers once in a while,its just the cold weather that's causing this to happen,,but if you get a chance do that to them,and they,ll work good the rest of the winter,,good luck with it,i hope this help,s.,,have a good x-mas.

It is not frozen. The key mechanism is jammed. You need to get it serviced. It happened to me and I know it.
It is actually easy. You can do it yourself. (again, yes...I did it).

If you have access to, use a hair dryer. You can also use "hot" water, just don't get it on the glass, will break your window
