I mean, is it a racial or historical or geographic or cultural terms? Can I judge them based on their physical appearence?
Does it only mean certain people in USA or all across the world?
Some people say latinos are spicy. Why?

Some say they are blond with dark skin. But i think many latinos look black with black hair right? So can they also be categorized as black or white?

In the Latin languages latino is anyone that speaks a latin language:
Spanish, Portuguese, French, Italian, Romanian, etc.
And have somehow a kind of "latin culture"
The US stole the word and now in English the word is used only over people from Latin American. It has nothing to with race, Latin America is the most multiracial region in the world, you can find all kind of Latin Americans.

A person of Hispanic, especially Latin-American, descent, often one living in the United States. I don't believe this term was meant to base a person by their physical appearance, but more of their cultural background. This term does only mean the Latin decent now in U.S.

Caliente is a popular word, but some of the food maybe flavorable and maybe spicy??? I don't want to categorize though-lol

Latino is the term applied in the United States to people of Latin American descent. They can be blond and blue eyed or have very dark skin and brown eyes. It is a term describing origin, not ethnicity. Like anybody else, some are, as you put it, spicy; some are not.
