Depends from the use you have to do. White noise is meaning that every frequency from 0 Hz to infinite is summed contemporarily. Generators have bandwidths related to applications. For sleeping and relaxing audio frequencies from 100 Hz to 10 KHz are good but personally prefer music.

For true white noise with no power line stuff or motor noise, or other man made, probably about 18 GHz and above.
