Don't know if there are separate flag football league rules, but the following defintion is from the NFL Rule Book:
31. Touchdown: When any part of the ball, legally in possession of a player inbounds, breaks the plane of the opponent’s goal line, provided it is not a touchback.
In your situation, using THAT defintion? Ball's out at the one. No TD.

If a players entire body is in the end zone, but the ball is not, than it is NOT a TD. The ball must cross the goal line, even if just for a split second. If the ball crosses the goal line it's a TD.
Even if a player dives and reaches the ball out over the goal line and the ball is out of bounds it's still a TD.
The ball crossign the goal line is the ONLY thing that matters when scoring a TD

The ball must cross the goal line. Even if the player's feet were on the line, then it's not a TD. If he fell out of bounds, than the ball should be lined up at the goal line. The only other possibility that it could've been a TD is that while going down and out of bounds, that they player touched the pylon on the corner of the end zone with the football.

The ball must be on or go past the goal line no matter where the player catches the ball. This happened to me this year thats how I know. Anyways, the ball should be declared out at the 1-yard line.

Out of bounds where the ball went out. The ball has to get in the end zone, not the player.

I officiated flag football and the rule for that is the same as regular football. Ball out at the one and no TD.

the ball has to break the goal line ....just the tip an it is a touchdown....if not an it went out of bounds ...that is where it is placed for next play the players body has nothing to do with this situation....

The ball has to break the front edge or "plane" of the goalline regardless of where his feet are (inbounds, of course).
