Better in what sense? In many big companies, legal department often let outside law firms handle actual work and mostly oversee their work. The same thing with accounting. I would say compliance seems to be the most challenging for they have to be impartial, and they often directly report to the top of the companies..

Compliance. It involves some of the other two and is just soooooo complicated sometimes. It requires a lot of knowledge, I think.
