Do you mean [4*sqrt(-28)] +3 ?

If so,

[4*sqrt(-28)] +3 = [4 * sqrt(28) * i ] + 3

= [4 * 2 * sqrt (7) * i] + 3

= 8sqrt7* i + 3 which is a complex number in simplest form

when dealing with complex numbers, i⁲=-1
or i=√(-1)
so anytime you see a negative number
under the √ sign, you can replace it with
√( neg number)=i⋅√(number)

so 4√(-28) + 3 could be thought of as
4i√(28)+ 3
since √(-28) = √(-1)⋅√(28)
