depends on what you mean by I love you? Of COURSE you can tell you friend you love them as long as you know in which context you are saying that word. If is within friendship then that is fine and as long as he understand you are saying ' I love yah' without all the attachments.
However if you are saying 'I love you' then you have to sit with him and tell him seriously. If that is how you feel then its better to be honest with him otherwise you will be constantly asking yourself shall i tell him/or your feelings will confuse you even more.
If you are close good friends you have to weigh up whether it will destroy your friendship and make things 'weird' between you. If he is mature and doesn't feel the same then you should be friends even after that. But note that things will never quite be the same between you if he doesn't feel the same and that is something you have to ask yourself whether you can risk.

It might be awkward because you would be crossing the friendship line. But on the other hand he might be felling the same way. I wouldn't rush into anything.
It would also depend how long you guys have been friends.
And would you be willing to loose a friendship if he doesn't feel the same way about you.
Good Luck!

I would have 2 feelings at the same time ..

1. loss of a friend
2. gain of a girlfriend ..

i think i'll mostly be dissapointed because if i'm friend with a girl that means i didn't choose her for sex (which means i'm not attracted to her as a sex partner) ...

so at the end, generally speaking, i loose a good friend and get a not-attractive girlfriend .. not so nice ..

Doesn't matter who the girl is...what matters is how the guy feels about her, and we don't know that (not mind readers)...the guy might dig it, he might be embarrassed by it, he might be turned off by it...

Only way to find out is to tell him...but I'd wait until I had a pretty good idea that he felt some definite positive emotion toward me too...why set yourself up for rejection for no reason?

i take it u r in love with ur guy friend.. his response depends on how he feels.. i definitely would not tell him that you love him.. thats way too intense and he may run away and avoid you. just say you like him more than as a friend but that if he doesnt feel the same way, you dont want what you have told him to ruin your friendship
