I am needing to know how to set up the pump and pressure tank, and how the pressure tank works.

You need to find the elevation difference between the tank and the house (in feet). Divide this by 2.31 to convert to pressure needed (PSI). Add the pressure you want at your house (typically between 40 and 60 psi). If you really want to get specific, you can calculate the line losses due to friction in the length of pipe you use to connect from the pump to the house.
The pressure tank receives the water at your house. It has a bladder inside that is pre-charged at a certain pressure. It allows the pressure tank to fill with water and then discharge the water at a fairly constant pressure without having your pump kick on and off as often. So small uses in water, like washing your hands doesn't necessarily cause the pump to start to provide water.
