Other than plastic surgery, you can
1. Get a lip plumper, sally hansen has one, it's pretty good. Some lipsticks come with the plumping agent also, try looking for those.
2. Use lipliner, and line ur lips slightly outside the natural line for the illusion of fuller lips. Not too much tho, u'll look... wrong...
3. Use gloss in the center of your lips after lipstick.
4. Use a lighter lipstick color.

plumping lip gloss (many brands are coming out with their own versions)
or you can put on your regular gloss or lipstick and dab some white/frosty lipcolor in the center... makes your lips look fuller.
also.. i know that alot of makeup artists (for example- for shoots).. try lining outside your lips and creating a false outline of your lip and filling it in w/ whatever your favorite color is... it's not noticeable from far away.. and if you do it really good, it's not noticeable upclose either. make sure not to go wild and go more than 2cms out of your regular lips

Collagen injections are the longest lasting method without going through plastic surgery and you can Google this online. Another alternative are some of the "plump up" lipsticks available at Wal Mart and other supermarkets. These aren't nearly as effective and only short term, but they help some. Good luck!

try plumping lip products as was mentioned
lip gloss helps as well as keeping a lighter shade in the center of the lower lip

There are products that will temporaily plump your lips. Look for lipsticks that contain cinnamaic extract. Also using lighter colored lipsticks will make your lips look fuller.

thats hard, cuz everyone has their own type of lips, but you can try by putting on nice glossy lip gloss.
