At the risk of being branded a racist, there ARE racial differences, this is one of them.

There is no "better" or "worse" here - somply an observable difference between average height (in this case) of different races of people.

There are a lot of factors that determine the height of an individual. Most common seems to be the nature of the person; if your family is mostly tall you usually will be too. If most people in the Philipines are mainly shorter it can all be a question of genetics. Diet is also a factor. Different nutrients, vitamines, and minerals that a person takes into their diet can have the effect of allowing for taller people or shorter depending. The overall height of a person has increased over the years " Over the past 150 years, the average height of people in industrialized nations has increased by about four inches." (Himick, n.d.). I guess it is all a question of genetics, diet and nutrition, and perhaps even the area in which you live.

Height is the vertical measurement of an object. If the measurement is not taken vertically, it is termed the length (or sometimes, the width). Like length and width, it is measured in units of length.

Human height is one of the areas of study within anthropometry. As pointed out in an article in The New Yorker, the average height of human populations appears to be a convenient metric for all the factors that make up a group's well-being. While height variations within a population are largely genetic, height variations among populations are mostly environmental. The United Nations uses height (among other statistics) to monitor nutritional standards in developing nations. In human populations, average height can distill down complex data about the group's birth, upbringing, social class, diet, and health care system. However, the height of a human is not always directly connected or related to such things as nutrition, social class, etc. Some human's height is much less then average and are dwarfs but these people sometimes like to call themselves vertically challenged instead. Other human's height is taller then average and are called giants. Other humans are in the average zone and say they are exactly the right height.

Most likely genetic predispositions. If you have taller parents, you will likely be taller barring problems with growth. My mother is 5'3" and my father 5'6", but I ended up at 4 '10". I also didn't complete the regular growth cycle due to GH deficiency, and ended up at my adult height at the age of 10.

Everyone is different, and Europeans usually do tend to be taller than Filipinos. Most Americans are of European descent, so it doesn't surprise me they're a bit taller.
