Yes it is, though personally I'd do it more often.

I change air filters twice a year. Once in the fall and again in the Spring. Where I live it's very dusty and in the winter they use salt on the roads to melt the snow.
I would never do it less than once a year or 12,000 miles.

to a certain extent it depends on the conditions to which the vehicle is exposed, in places like the UK, should be ok, but if you drive in the desert a lot, then more often would be better.
They are easy enough to take out and inspect, if it looks ok, put it back.

we are talking about a 20 year old car here, I wouldn't worry too much unless the car goes wrong, right?

It depends on driving conditions, the more dirt you go though the more often you should check it. They can be cleaned with a vacuum or even an air hose if you are careful. I am talking about dry dirt too.

I believe so. I work in a garage and i know you do have to have your oil, air and feul filter replaced at every service! So your manual is probably correct!

Sometimes it doesn't want changing as they are not that
dirty.A good tap to get dust out is some times is all that's needed

Seems reasonable to me - 24K is every 4th service, isn't it? I expect your service interval is 6K on a car that old.
