Youre safe!!! It is normal behavior for male bettas to do this. They are blowing a bubble nest. Male bettas blow bubble nests for the females. When a female does lay her eggs, a male blows them into the nest. However, they do this wether or not there is a female present...

It's a bubble nest :D The males blow them. Is there a divider with a female on the other side ? If so , if the betta female has horizontal stripes on it means shes ready to breed, with your friends permission let the 2 bettas in the same tank together without the divider and let em go at it (breed) . They will often attack each other during this , but the almost always recover. Also breeding bettas is a big job , make sure your friend knows all he needs to know about it before starting .
Hope I helped

All male beta's do this. Its a bubble nest. If a female were to come along he would mate with her and HE would protect the eggs and keep them in the nest. Its normal for him to do it even if there is no female.

Is it a male? If it is it is perfectly normal. Unless you used soap, which would be bad. Did you treat the water? That may also ahve a factor. How much water did you change?

Yep. Bubblenest.
This means he's happy and comfortable.
He wouldn't do this if he were stressed.
That means you're a good betta-sitter!
