Yes it was wrong and mean, because it's not your job to judge him. It is the boss' job to judge him and on his work performance. If the poll wasn't part of your job during office hours then you were wrong to use office time for a personal reason. If there is something that should be brought to the attention of the boss regarding the said person, it should be done in an appropriate and discreet manner in a meeting with the boss by one of you representing the majority giving valid reasons. Presenting your boss with a poll will give the impression of malicious behaviour from your side.
