Not usually, it's usually on the cheap silver that hasn't be treated like the sterling. If it does turn your finger green but a coat of clear nail polish around the inside the ring and wait for it to dry before wearing it, it sounds crazy but it really works.

Not usually. Sterling silver has such a low percentage of other metals, usually copper, in the alloy that most people do not have a reaction to them. There are a small amount of people who's skin is so sensitive that they do have a reaction to the copper, or whatever is in the alloy.
If your finger turns green, use either clear nail polish or a jewelry protector to coat the inner band of the ring. It will make an invisible barrier between the metal and your skin, so that you won't end up with a green line.
