It has a tecumseh engine with no spark idefinately know itisnot the key switch Ibelieve it is the coil but it may be the magneto how do I determine which it is and how do i test a coil?

You didn't say if the engine is solid state ign. or the old points and condenser (on Tecumseh located under the flywheel) easy way to check ssi is to disconnect the kill wire from coil then turn engine over with rope or elect. starter. ssi needs 350 rpm to operate. Be sure to have spark plug wire disconnected from plug as you can't shut engine off if it happens to start. You can test points system the same way except you can remove spark plug and turn flywheel by hand. Replace points and condenser as a set. Coils very seldom go bad, it's usually points or a wiring problem.

Ah, the spark plug wire IS integral to the magneto. But, perhaps you can scrounge one up at the local scrap yard? Otherwise they are cheap enough retail. It actually should not be under the flywheel. The magneto has no ignition wire. That particular wire you see is part of the ignition pack under the flywheel. Might be solid state? Use a regular 1/2in drive breaker bar and take off the nut. It's not a lefty. Then just take two other bars and place then evenly apart under the flywheel. Rock then and the flywheel should pop off. The rest is now in sight and you should be able to see the wire. Replace or splice a new one in as needed. The magneto is very old school. Align the flywheel magnet with it. Place a business card between it and the flywheel. Set the two screws. Good to go.

Usually by the replacement method. You need to make sure too that the flywheel key is not sheared. I would guess that you have a pointless coil. In the days before that they used to have points and a capacitor under the flywheel. I have seen where mice have made a home under the flywheel cover and that has caused a no spark condition.
