I have worn a garter belt and hose under slacks several times -- even at work. I enjoy wearing that type of undergarment. if you dress properly, you can avoid giving away your secret. :)

After coming back from an extended 10 year stay in Europe (4 years in Cologne and 6 years in Paris), my wife discovered that a large percentage of European women wear stockings and garters (some wear stay-ups without garters) under their jeans and slacks.
There are many reasons - snag one and the good leg is not thrown away - it's just added the others of the same color in your drawer.
Why are thigh high stockings any worse than ankle or knee high stockings, when they provide slimming and additional warmth?
They provide warmth in the cold European buildings.
Using the restroom is easier, if panties are worn over the garters.
Multiple layers of non-breathable nylon do not trap moisture and promote yeast and bladder infections & nasty smells.
On warm spring and summer days, the "openness" helps keep the woman cooler.
They make a woman feel sexy.
The men find them sexy and sensual.
Women in Europe dress more formal and rarely leave their legs uncovered.
If you look closely at pictures of women on the street in Europe, you can see the faint line of stocking tops or garter straps/buckles. IT IS A LOT MORE COMMON THAN IN AMERICA.

Honestly, to wear garterbelts and stockings would be very obvious under pants. Women are constantly looking for undergarments that "disappear" under clothing. Anyone who wore undergarments that would give an obvious line, would be obviously looking to draw a certain type of attention.

In Europe it is very common, as women are more formal in their manner of dress.
Though garterbelts are more common with the 30+ age group, younger women wear the garterless stay-up stockings.
The stocking top is visible under the right leg of this woman's jeans (Paris 2014).

While not common in the United States, wearing stockings under jeans or slacks is an EVERYDAY occurrence in Europe.
Most younger girls wear stay-up thigh high stockings, while the 30+ crowd wear garter styles.
Besides keeping them warm, they add a hidden sex appeal and sensuality to a woman's aura !

Most high quality slacks have a liner sewn into the top of the legs.
In the US it is more common for a woman tying to conceal VPL to wear waist high tights or pantyhose.
In Europe, women and young girls wear thigh high stockings.
The pants liners hide the garter straps and buckles.. and what's wrong with someone "discovering your little secret" ?
It's that how a woman becomes sensual ?
By being a very subtle tease, giving little glimpses of lace, lingerie, cleavage or panty lines?
Too many women in the United States are IN YOUR FACE about their sensuality, boobs hanging out, tight white pants with patterned thongs, sheer or skin tight yoga pants, short shorts with cheeks hanging out...
In Europe it is about being SUBTLE... providing HINTS of what's hhidden, without hanging the steak in the butcher shop window.

I wear them every day to work, and when I wear dress pants I still wear them because I still wear my heels, and heels without stockings are tacky, and I won't wear pantyhose.
When I go out at night, in fall and winter, I always just pull my jeans on over my stockings and garter belt. They actually make tight jeans more comfortable and fit a little better. They certainly don't hand up when you sit down, its like wearing expensive lined dress pants. They make a simple pair of jeans into a dressy outfit with a silk shirt and 4" pumps, especially if you are wearing darker stockings like off black or coffee. I always wear the ultra sheer kind,so they never look wrinkly or heavy on my ankles, and the guys go crazy when they find out you are wearing them.

good call babyface! You're right, under pants would be odd...
Now a days though, since you dont HAVE to wear them, I'd say most of the time no...unless she's a lady of the night or of some such profession...
