Marilyn is correct - it is wrong to say that Anne or Zara or the Queen made a 'choice' that Anne's children would not be HRH. Princess Margaret's and Princess Mary's children were also grandchildren of kings but were not HRH. Since 1917 this has been the (sexist) practice, to keep down the number of titles. The only decision involved was that Anne's husband would not receive a peerage like Margaret's husband. Had he taken an earldom she would have been Lady Zara Philips.

The reason Miss Zara Phillips is not addressed as Her Royal Highness is because she is NOT a princess. End of story, Her mother was Her Royal Highness Mrs Mark Phillips when Zara was born, a female cannot pass on titles, therefore Her Husband's status came into play: Zara is technically a commoner in line to the Throne (even if it is 11th if my memory is correct and Her chance of succeeding to the Throne, extremely remote).

The Princess Royal's children are not entitled to use 'HRH' because King George V's Order in Council states that the title can only apply to grandchildren of the Sovereign through the male line. As Peter and Zara Phillips are children of the daughter of the Sovereign, they are not entitled to the 'HRH' style.

Man with the Golden Gun gave the right answer.
It is up to the Queen to grant the right to use HRH and it is not an automatic right, and as with Diana, it was removed when she divorced Prince Charles.
Princess Anne was very independent and knowing that the children her three brothers would have, would all be in line to the throne before any of her children, she decline to accept the HRH title for either Zara or Peter. I have not heard if either Beatrice or Eugene have the HRH title.

The Princess Royal decided that her children would not have titles. Now Zara's over 18, if asked to have a title, she could be HRH the Princess Zara. The fact that she's not suggests she's happy being Miss Philips.
