it's mexican spanish. The other's are right, f-ing white chick (ie. white trash) is implied.
However, it is not a general spanish word. Say that to someone who isn't Mexican and hasn't been here long enough to hear it, they won't have a clue what you're talking about.
Take it from a Salvadorian who had no clue when she was called that...funky thing is, I'm NOWHERE near white...LOL! Just didn't like the "Vato" who said it to me (another mexican word for guy.)

pinche translates to the word in english that means female dog.
but it doesn't mean female dog in spanish, so don't use it that way.
