If you look at the pump, you will notice that the top bolt is on a slide, basically it is in-between a several inch cutout on both sides. You will need to loosen the top bolt and and the pivoting bolt(bottom - opposite side) & use a prybar to put pressure on the pump near the top. Sometimes there is another bolt on some cars that will provide the tension for you depending how you turn it, but i don't believe this setup has it. Once you received the desired tension, tighten the top bolt and then the pivoting bolt on the opposite end. If the belt is worn, it might be a good time to replace it provided it's not behind the A/C belt & alternator belt. then you should replace all 3. Your car has 3 belts (A/C, P/S & ALT) if I remember correctly. I hope this helps.

I'm not quite familial with your car but if it has a serpentine belt on it, check the condition of the belt. If good, replace the tensioner. If it has a regular V belt, there are adjustments to tighten it and the information can be found in a repair manual found at any parts store.
