I was also thinking a phantom pregnancy. It could be a false positive but you would think after 3 tests that would eliminate room for error. False positives can be due to:
Chemical Pregnancy
A chemical pregnancy is basically an early miscarriage. Research has shown that half of all first pregnancies end in miscarriage. Due to the high sensitivity of home pregnancy tests, many women catch early pregnancies but end up going on to have their periods due to a chemical pregnancy.
Missed Reaction Time
For accuracy in home pregnancy tests it is essential that you read the test results in the stipulated reaction time. If you let the test sit for too long (after the instructions on the box tell you), the test is invalid. This may cause it to show false positive results.
Chemical Interference
Drugs that have the pregnancy hormone Human Chorionic Gonadotropin (hCG) in them can cause incorrect results in home pregnancy tests. The Human Chorionic Gonadotropin (hCG) in them may be responsible for the false positive pregnancy test. If you have had an HCG shot due to infertilty treatments, you need to be sure the shot is out of your system before you attempt to use early pregnancy tests.
Evaporation Lines
While technically not a true pregnancy, some pregnancy tests leave a faint evaporation line as the urine crosses the test. This faint very light grey evaporation line in the test area is often interpretted as a positive result.
And from Wikipedia:
False positive results can result from diseases like choriocarcinomas, IgA deficiencies, heterophile antibodies, enterocystoplasties, gestational trophoblastic diseases (GTD), gestational trophoblastic neoplasms (GTN), and testicular germ cell malignancies. Also, many home pregnancy tests show a positive or unclear result when read well after the suggested 3-5 minute window, independent of an actual pregnancy; this type of false positive is also known as an evaporation line. Additionally anyone who has been given an hCG injection would also give a false positive.
Some individuals react to some substrate in the test and thus will display a consistently low positive blood pregnancy test even though they are not pregnant. This phantom hCG may lead to serious misdiagnosis and intervention, but can be detected with serial dilutions. Patients with phantom hCG have a positive blood hCG but a negative urine hCG test

having a positive pregnancy test result can mean a lot of things. it could be that patient is really having a normal pregnancy, an ectopic pregnancy or maybe a missed abortion or an H mole etc due to the human chorionic gonadotropin hormone detected by the pregnancy kit. Scan or an ultrasound is a much more reliable test to see if pregnancy is viable.

Could be a phantom Pregnancy. Tell her to get checked out if nothing appears on the scan. Could be a sign of having some kind of cyst growing in the womb or fallopian tubes.

If she is supposed to be three months along, an ultrasound should show the developing fetus. If no fetus is found and her pregnancy tests continue to be positive then the drs should be looking at some hormonal imbalances. In any case they should be able to tell her definitively whether she is pregnant or not!

The ultrasound should atleast show a sac, proving that she is pregnant.... The babies heart beat doesn't show until after 7 weeks from conception.
So maybe she is under 7 weeks.... Could that be a possibility?

well the thing is its a bit unusual to get a false positive, you more commonly get a false negative. did they scan her tubes? It is a possibility that the infant is growing outsoide of the normal uterine cavity, does she have the other signs of pregnancy? Amennorrhoea? Breast changes? If not, the other thing I would be checking is the expiry date of the pregnancy test strips.....

An early scan can find it hard to detect the foetus.
