sometimes sites are blocked that I would like to surf. How can I "over ride" web blocker

There are web sites which offer free anonymous surfing, by using them you can skip your administrators ban on some sites.
Connecting to a web page through their free services will mask your identity. The administrator can see the web address of that proxy site only - not the actual site address which you viewed through that proxy site.

Assuming that certain sites are being blocked, is't almost certain that the administrator can block proxy sites as well.

If your talking about your computer at work, I would not advise doing that. If the company is blocking the site, there is a reason for it. If your talking about your home pc, try holding the ctrl key down when you enter the website. This will often override any popup blockers in place.
