Running a freezer in a cold ambiant temperature will not do any harm. If it is cold enough for the compressor to have a problem running it is cold enough for the food inside the freezer and the thermostat if set at the normal setting will not call for the compressor to run. The food will remain frozen and when the ambiant temperature rises enough the thermostat will call for the compressor to run.

I don't know why you'd want to, I run mine at a normal temp for freezing about 30 and It's been this way for years. Of course it's going to run pretty steady until it catches up then it should be O.K. If you keep opening the door frost will form quickly.
