it is burnig to rich .call the heating an a/c guy to fix it.

Make sure your stove is clean inside and out. Check the air vent in the bottom to make sure it works freely and that the thermostat control on it is good and properly aligned. If not replace it.
Check inside the carburetor make sure it is clean and that all movable parts are moving right. The floats are supposed to be at a measured height, you may need to get a rebuild kit or new carb to get it right. If you are not a proficient do it yourselfer hire someone to do the carburetor. Call the stove shop if in doubt.
Replace any stove pipe that is not in good condition or is soot-ed up inside. Soot means not enough air or to much fuel. If you find soot show it to the people at the stove shop.
Consider putting a damper on the flue. A damper is helpful when coaxing your fire to a high heat quickly, or holding heat down so you don't lose a lot of money out the chimney. Many claim that a damper is only for wood or coal, but it is helpful for oil as well.
Clean the chimney if needed. Creosote in the chimney can ignite with enough force to compare with a jet engine.
After the firebox is hot, close the damper while the fire is burning. If you get smoke, find where it is coming from. Make sure the firebox is clean and well sealed and the door to it closes tightly, if not consider gluing gaskets to it. Use proper stuff from fireplace and stove shop for all repairs.
Talk to the people at the stove shop about using your burner safely and efficiently.

You don't have enough primary air to the burner.
Get it checked by a professional. The burner and heat exchanger probably need cleaned, along with the flue.
Then it can be set up for proper smoke and CO2 readings.

Lower the concentration of pure oil being burned, black smoke means bad things...

I'm a smoker (with a lip piercing), I asked my piercer (for a tongue piercing as well) and it was recommended that I try not to smoke if possible, but if need be, just rinse with salt water after each cigarette, and you'll be fine.

burner needs to be serviced by a qualified tech. not something you should do unless experienced, sorry to say but true.

ARE YOU TALKING ABOUT YOUR FURNACE, IF SO YOU MAY NEED TO CHANGE THE FILTER OR YOU MAY HAVE A HOLE IN THE EXHAUST PIPE, GET SOMEONE TO COME AND CHEEK IT, YOU SHOULD BE SERVICING IT EVERY YEAR BEFORE THE WINTER STARTS. IF NOT YOU WILL END UP WITH BLACK BASEMENT WALLS.

It's not getting enough air, adjust the flue air supply. there should be a weight there. You may have to clean out the "pot" now.
