I think it goes further than just skin colour.
People have discriminated against people based on their skin colour in some pretty extreme cases; for example in Australia there is what is known as the 'stolen generation' where the government took indigenous babies away from their families with the intention of breeding out their indigenous blood. The indigenous people were not given the same rights as normal Australians and constantly suffered discrimination.
Calling someone a dumb blonde is generally accepted as being okay because it is not victimizing them based on their race. Blondes were never rounded up and killed just because they were blonde in a big way that I am aware of.
But I get your point; discrimination is wrong, and if it is becoming a serious problem (i.e. someone bullying someone because they are blonde) then maybe they should take action and get the person to stop it.

Maybe because a lot of blondes aren't natural blondes. People can change their hair color so it might been seen as a little less of an attack if you make fun of them. It's more in the vein of making fun of someones clothing or makeup.

Hair color can be changed, skin color can't. Haircolor doesn't define a particular ethnic of cultural group. Therefore skin color has a more important meaning. Making fun of a person's skin color is a very RESPECTLESS act because it offends a whole category of people demeaning them. Hair color doesn't mean anything, making fun of someone's hair color doesn't offend any particular ethnic group or culture! My hair is blond any nobody ever made fun of it, so, I see no point in your question;)

G'day Teresa,
Thank you for your question.
I appreciate your point. Personally, while it can be done in good fun, we must be sensitive about people's feelings. There is a difference between humour and trying to make someone else feel small.
Seasons greetings

eh, I don't know where blonde jokes came from, but they've gotten annoying. however!! you could always replace the blonde's from blonde jokes with extinct races of people (like uhhh.. the Hittites), that way you can appreciate the joke without offending anyone.

We are all guitly, we make fun of lots of different people for many different reasons, for their size, height, race, religion, sexual orientation.
Its just that some of them are felt more than others.
