The phone is cheaper and probably more modern to buy in Thailand, so why pay the expense of sending one? Send money instead, he can then have the fun of bartering the price in somewhere like the MBK centre

You call it a cell phone, so you probably live in the US. Make sure you send a GSM phone. CDMA won't work over there
