actually u can get the three johto starters.
just defeat mount battle and as a prize u get to choose one of the starters. i believe it is possible to get all three but that means u have to defeat mount battle 3 times. have fun and tododile all the way!!!

i dont think u can cozi have finished the game and i think u have to trade from a gameboy advance using a gba cable that u hook up to your gamecube
