The Peanut Butter Solution?
In that movie a kid is bald and makes a homemade tonic that makes his hair grow really fast. At some point in the movie they make brushes out of his hair, and either his mom or older sister recognizes the hair in the brush to be that of the kid. That's acctually all I remember about the film. It came out in 1985.

Can't remember but I've seen it and his friend used to cut his hair in the class and his father and sister used to put his hair in plastic bags and throw it away
