The simple answer is, they don't. They wear what they wear for the attention they get. They get pissed that it doesn't just get the attention of the guys they think are attractive. Ugly and awkward guys want to see titties too. However, these women who get "offended" don't belive that their display should be visually consumed by these guys. In the same vein as workplace sexuall harassment (to an extent). If an attractive or "hot" guy hits on "Suzy Sleeparound" its not sexual harassment, but when
"Weirdo Wally" tries to get a piece of office poon, now its sexual harassment. Some things in life are just the way they are, thats why they invented internet porn, So "ugly" and "hot" guys alike can look to their hearts content.

Some women develop the mistaken impression they should dress in the same manner the fashion designers promote and the movie stars. They will wear what is "IN" just to look "modern" and not think about what message it projects. The most recent photo of Britney Spears at some award thing is a perfect example of that. She looked horribly cheap and slutty but some teens will pick up on that and think it is "cool". Gag me to the max.....
There lies the importance of teaching teen girls the art of dressing appropriately while they can still be reasoned with....

I've known many women who actually tease for a sense of power, and the opportunity to humiliate men.
Others, I don't know. Twisted vanity or something.
If I wear something revealing and someone notices, I always consider it a great opportunity for a smile and a little flirting. I'm not wearing sexy clothes to air anything out, after all.

All the women want attention, but if a girl has confidence that she is beautiful she will not dress like *****, but if she is not confident she will dress like *****.
Women think that men look only for their body, men look for character, smartness, culture, money, grace, status, education, family back ground.
Women portray themselves as Sex object unfortunately.
There is no justification for wearing revealing dresses and if someone wants to justify it they should be shameful to do that.

That's easy. They don't want YOU to look, they don't want ME to look, they want the "Brad Pitt" look-a-likes to look, and fall madly in love with them. It is a display for the ones they want, and the rest of us are just dirty old (and young) men if we dare glimpse at what they are putting out on public display.
How insensitive of us! (Hahahahahahahahaha)

Because they're idiots. Don't put the merchandise in the window if you don't want someone to ogle it. It seems rather simple to me.
