is it "she didnt say that he said that he loved her"

You are essentially correct. The negation is:

It is not the case that she said that he said that he loved her.

You said the same thing with somewhat different words.

That is correct.

You can tell that it's a correct negation because, no matter what the circumstances, one and exactly one of the two statements must be true.

The negation of a bi-conditional may well be expressed in any of those logically equivalent varieties: ~(P <-> Q) ~P <-> Q P <-> ~Q all the above is a negated bi-conditional. each is logically such as the different. each of those is likewise an expression of an unique-or.

If you wanna be absolutely sure, you can just say:

It is not the case that she said that he said that he loved her.

Personally, I think it's "She didn't say that he said that he loved her" but I can't say I'm a true expert of symbolic logic.
