That is not true, for a visitor who on a previous trip has not caused any trouble in the UAE. There should be no reason to ban your friend from entering the UAE, it could be posible that her previous employer wants to fire her from the job and Thus, is telling her that she cannot enter UAE.
I suggest she should try applying somwhere else.

I live in Canada and I was born in Dubai!!! OMG!!! Yeah, I would move there. I don't like this rubbish stuff like elections, Prime Minister controversies, etc....oh also, higher violent crime, too. In Dubai, it is so peaceful and I just love it there. Lower violent crime and it is a Muslim country, too! Like when you live in Dubai and shopping in malls, and it is prayer time, you can go to a mosque in the malls! It is amazing! Plus, you don't have to pay taxes! Over there, it is more cheaper than here in Canada in Canadian dollars. EDIT: I went for a vacation to Dubai last month and I have been seeing how people treat each other. Some people don't care to help us out when we were new to the country (in 3 years) and when cashiers in shopping malls see women with niqabs, they just stop helping people and go take care of women with niqabs. It is because U.A.E is their country. I hate how people treat each other and some people even push each other. It is unbearable but I do love Dubai!

It is not true. There is no ban for visitors.

I would suggest you to arrange a residence visa for your friend this time to find out a suitable job as well as to avoid needless expenses. She can transfer her residence permit to the work visa once she got a good opening.

Good luck.
