Shutting down is part of the restarting process..
If you tell it to shut down and THEN it restarts you have a problem.

Your on a computer now...Is this the one? If so, just do a spy ware and virus scan right away.If this is a different system and If it won't go to windows- Is your system going to just the windows start-up screen, like the black XP screen? and then restarting? If so you have a problem, spy ware maybe. Take it to a shop if you can.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.

Say hello to your new virus...

You need to do a clean up. I recommend Spybot or Lavasoft Ad-aware.
