How is it going to work when it comes out? What if I don't buy it & I still have my account, will I be able to play the original or will I have to buy the expansion?

You will still be able to play the original if you don't have the expansion when it comes out.

The only limitation you will have is that you won't be able to access the new content. That means: No new races (Dranei or Blood Elves) and no access to the new zones (no Outland) and you will still be capped at the old level cap (level 60).
