And when the budget isn't balanced, who decides what to cut? If you can define what 'earmarks' are, that is, you can look at the budget and say A is an earmark project, and B is necessary spending, then you just need to make an amendment to ban earmarks and frivolous spending. The problem with forcing a balanced budget, I think, would be what gets cut/left in and who decides.
