The scrotum houses the testicles where sperm is made. Sperm, the life force, is the most important element in a human being as far as biology is concerned. That's why testicles are kept in the scrotum, where the sac of skin can tighten or lose firmness with changing temperatures and climates.
So when something comes close to the scrotum, a feeling that is foreign (something like tickling), of course the male gender is going to squirm. It's an extremely important part of the body.
