because they do not know how the challenger will act once they are in office. however, people know what the incumbent is like. as long as nothing has gone seriously wrong people do not like to to mess with what is working.

They are wanted, but that could do with politics. People generally move in with like minded people. That general part is used to create districts through a process called gerrymandering. Every census the winning party of the state (general rule although some states have judges do it) gets to divide that state into districts. The winner trys to form the majority of the districts to favor that party's cause. This can lead to 5 districts with 5 Democrats in each of those districts and one Republican in each of those districts plus one district with 10,000 Republicans and 200 Democrats. That actually happened in California a few years ago where one woman was the whole district (she didn't vote because everybody would know who she voted for).

They are the current champions defending their "throne." They have access to money that the challengers don't. Plus, they have a built in name reputation.
