if i have Pb(NO3)2

is it the Pb that has the positive 2 charge

(since you have to make them neutral)

is this right?

yes u are right..using the criss cross method of writing the formulae of compounds,its right..also,Pb is a transition elelment..transition elements usually exhibit +2 charge..so u r true..
