Little Bonfire on San Francisco Beach?

Question

Is there a place where I can have a little bonfire in San Francisco. Ocean beach has fire pits, but they forbid fires during "spare the air" days.

1). is it true I cant have start a fire on these days?
2). is their any other Bay Area Beach that will let me decide for myself?

Spare the air days are very few and far between and usually on weekdays during business commutes, so this should not be a problem at all.
