if 2 comes first,difference is 2-9 which is equal to -7.
on the other hand if 9 comes first the difference is 9-2 which is equal to 7

Well it depends on which comes first:
9-2 = 7
But (as I as think you are refering to)
2-9 = -7 <<< that's negative 7
