People call him Dubya because his name is George W.(Walker) Bush, as opposed to his father, George Herbert Walker Bush. So it is W not really Dubya...

To add on to what Airborne has said, we generally think people from 'down south' pronounce the letter 'W' as 'dubya,' instead of 'double-you' or 'double-yuh.' George Bush is from Texas (well, Connecticut really...); hence the insults people hurl at him because of the way he talks.
