When our kids were young, we had a special dinner of their choosing (not always ours, but what the heck). We always made it special and we would allow them to stay up as late as they wanted. We played their favorite games, had puppet shows, built tent forts, etc.
When they got a little older, they wanted a friend to stay over, so we added that. We still played games, rented movies, and made it a real family fun time.
We always BBQ'd, which was a little weird in the winter, but they loved it.
The next morning, we got up, had a special breakfast and watched the Rose Parade together.
The key was asking the kids what they wanted to do, but stipulating that it was going to be a family time and that we weren't going to go out, just stay at home.
This worked until they were about 16. Then, they did their own thing and we did ours - at least after the BBQ dinner. We still had the BBQ dinner until they left home. It became a family tradition and they still talk about it.

I let my kids stay up to watch the ball drop, we watch movies until it's time, and we pig out on junk food and sleep in the next morning.

Have a cool finger food dinner complete with adult and kid food.
Set up a room for the adults and a room for the kids.. Get games.. "cranium" for the adults and a game for the kids.
