I would change the thermostat pilot light controler first. But if you have to ask this question because it is gas call the gas company first, then a pro too fix anything they tell you is wrong.

If this is a oil burner water heater then by careful and make sure your insurance is paid because if I'm right, your burner pot is flooded and should be cleaned out. What it's doing is trying to start but chocking for air, if it catches your going to have a "run a way" burner. This is until the fuel is burner out. You'll get almost the same until the extra fuel is burned after cleaning until all the extra fuel is consumed.
Make sure your getting the required air, whether it's fuel or not, it doesn't sound like it's getting the required air. Be very careful at first. These heaters have to have a required air supply.

If it runs away be ready to call the fir department, it won't stop until it runs out of fuel and in fact leave the fuel off until you know it's clean. then start all over.

You need to stop trying to light it and call a pro! You are very lucky that is going out and not burning the home down!

sounds like your control valve has gone bad. Call your gas service provider to check it. In our area, the gas company will check it for free. They will diagnose the problem, in some cases they can fix it for free, if not they will suggest what you should do.
