I would have to say it must be. You cannot put a child's picture from your classroom in the hallway without a parents consent. You can use the photo of your student in your classroom without consent, but it cannot go outside of the classroom without a parents consent. Therefore I would say it would seem logical that you would have to have a parents consent to post a photo of a minor on the internet.

I'm not sure, but that's a very good question. I've had someone do that my my kids and I wasn't very happy.
