I hear "it" would be 99.9% human; but what would it be like if it was born into the world, any experts?

Unfamilar with your particular cow-human embryo - but more importantly is what you take your 99.9% stastic as.

Is it DNA from human to cow-human embryo or is it from cow to human, or is it not genetic and using certain cells from from a cow, etc etc, need to clarify specifically what you're 99.9% refers to.

Such as, comparison DNA study of a fish to a human would find that the fish is extremely close to a human (because we built off the fish) but not vice versa, so just need to know what you mean ;)

Impossible - only same species can reproduce. That's part of the definition of a species. An egg and sperm from two different species would not fuse and become a zygote.
