The more electronegative the atom that is connected to H (or near the atom that is connected to H) the more stable the conjugate base will be, (the more reluctant to take a H+, thus weaker base) and the stronger the conjugate acid.

b) is false; astrong H-A bond will break with more difficulty thus the acid is weaker

c) is false because Br is less electronegative than Cl
