.1--Check the sunset Magazine's Western Garden Book. It shows in the front color pages exactly the climate in Los Lunas area. Looks like Los Lunas is in Sunset Western Garden Book's zone 10. That means your uncle will be able to grow a lot of types of roses.
I recommend thick mulching year around and just keep it away form the actual trunk of the rose. I have found Organic gardening methods are superior in results to non-Organic.
also, on the Organic note, see if your uncle can find Organic fertilizers or at least dried granular kelp to scratch into the soil with the commercial fertilizers. roses (& most plants I know of) LOVE all the minerals!
I suspect the climate is pretty dry so number 2 & 3 will give your uncle success right from teh start. for example, the roses MAY need protection from drying winds & breezes.
.2--Also, is there a nursery in his area. Nurseries are usually one of the best places for what will make it in his climate.
.3--check for any Rose clubs in New Mexico or similar climate to Los Lunas in another area.
