No, each of these four items are essential to promoting justice in this world:
Truth: Without truth, nobody would be able to communicate a problem if there was one. For example, without truth, whatever one person did would be considered "truth", because there is no foundation for truth. There would be no questioning of anything and everything would be accepted, as in a fascist regime. Without truth there is no justice.
Love: Without love there is no immediate acceptance of anyone, and thus, no justice. Without love people would revert back to "judging a book by its cover" and never truly be able to have justice. Without love there is no justice.
Peace: It depends on how you define "peace". If there continue to be holy wars, genocide, indiscriminate killings (see the recent Ipswich murders), and large-scale war between two parties in general, there can be no justice. However, a spat between two individuals can be open to justice. Arguments and personal disputes are part of both life and human nature. But, there is no place for war in a world of justice. Without large-scale peace, there is no justice.
Freedom: Once again, it depends on how you define "freedom". If you define it as a certain type of government, well, you shouldn't. In my opinion, the best government is the government is the government that serves the needs of the people. For example, America is built on mercantile capitalism and thus having a REPUBLIC (not a democracy!) works for us. Iraq on the other hand, needs a strong leader, such as someone like a Saddam, to step up and take charge to settle the people. The change in government is the real reason for the suffering in Iraq today. Defining "freedom" as a certain government does not work because the type of government needed everywhere is different. Thus, justice CAN be served in both a republic and a dictatorship so long as it serves the needs of the people. But, if you define "freedom" as an end to slavery, of course there can be no justice in the world. Any time there is forced service there is no justice. Every person is entitled to human dignity and freedom, and without these two basic rights, there can be no justice.
So, you see, without truth, love, peace and freedom, there cannot be any justice in this world.

Justice is very elusive these days. History says whoever wins the war judges the loser. The loser is evil and bad. The winner is the hero and just. That is our reality. One decides right and wrong everyday within oneself. That is the only place one can have true freedom.
