As far as TOS, it is between Wrath of Khan and Undiscovered Country. The best TNG movie (and last good one) was First Contact.

i LOVE wrath of khan and the undiscovered country too!! my favorites. for TNG, i liked Insurrection--it wasn't popular but the concept was cool.
