let me guess its thecoolpics.com, yes its a virus you want to use your recovery cd's to completely delete your hard drive and reinstall windows, but burn all your photos music etc to a cd first and then just drag and drop them back onto your computer once its reformatted

Look in your fire wall settings and see what your home page is listed as. That may prevent you from changing your home page.

Right click on Internet Explorer, select properties, and then type in the address of the homepage that you want.

have you tried to use Ctrl-D?
I believe that is the keyboard shortcut to change it.
If you still cannot change it then I suggest you get a good antivirus application and make sure you don't have any viruses or spyware.

if it is stuck and wont let you change it there look for a virus

You more than likely have spyware on your pc
