Either one or the other archer - whichever you know best. No fancy arrows available to either of them. If they have other skills (fighting skills, etc) they are allowed to use them. Just no "power arrows" (explosives, etc..).

Clint Eastwood! the man with no name! he'll pull out his magnum and blast the **** out of the green arrow. but i think he'll miss the arrows vitals and he'll say "do you feel lucky punk? do ya?!" and then pop him in the forehead but that's just me!

Didn't they have a similar fight to this in Smallville. It was Green Arrow vs. Lex Luthor in an Arrow Vs. Gun fight at close range. They both killed each other.
My bet is on Clint Eastwood if it's from a distance. Even if it's at close range.

Okay, you said no power arrows. I'll go with GA, anyway. he has faced gunmen before, and they all wound up with arrows stuck into the muzzles of their guns before they could fire. If you know anything about firearms, you can't shoot the gun that way without killing yourself. It backfires and you get a face full of broken parts on gun, at bullet velocity. You HAVE TO stop and pull it out. And by that time, he has fed you a knuckle sandwich.

as far as hand to hand, i'd have to give it to either archer...
